“Source" Flag Enforced on Torrents

This doesn't affect any existing torrents. This only affects the uploading of new torrents.

We have implemented the enforcement of the "source" flag on torrents. This allows for easier cross-seeding.

This implements this suggestion.

If you do not set the source flag, you will have to re-download the torrent and in order to seed. This only affects uploaders. Nothing changes for users who just download torrents.
